The basics:
I would have given it 5 stars if it wasn't for two minor flaws. The first of which is that the phones that can use this plan are a little old when it comes to style. They are bigger and heaver than today's top of the line phones. The second reason is that the per minute rate is not as cheap as I would like, but I fail to see how they are making a profit off of me as it is, so I guess I shouldn't complain that much.
The details:
I am away a lot (for months at a time) and I just couldn't see paying a $30 or $40 monthly fee to maintain a number when not using the phone. Tracfone solves this problem.
I bought the phone (on Amazon) and I buy the 300 minute refill cards on Amazon.
I registered the phone while in Utah, and it gave me a local 801 number.
Then every two months, or every 300 minutes I input a new card for more minutes. The two month requirement is so that you can keep the same number, but the minutes don't expire for a year. So even when I am out of the country for three months at a time, I just need to add another 300 minute card via the website and my phone gets more time (both months and minutes).
In theory, you could do this with the 10 minute cards to maintain really cheap monthly service (although you should note that the 10 minute cards only give you 1 month). But for piece of mind, just buy the phone - buy a bunch of 10 minute cards (or the yearly plan for $99) and keep it for emergencies only.
On other thing to mention - the months/minutes are stackable, so if I add two 300 minute cards right now it will increase my time by 600 minutes and by 4 months.
