            Description:
            The aim of this paper is to analyse the profitability of energy-efficient retrofit investments in the Swiss residential building sector from the house owner's perspective. Different energy price expectations, policy instruments such as subsidies, income tax deduction and a carbon tax, as well as potential future cost degression of energy efficiency measures were taken into account. The discounted cash flow method was used for the investment analysis of different retrofit packages applied to a model building scheduled for renovation, i.e. a single-family house constructed between 1948 and 1975. The results show that present Swiss policy instruments push investments for energy-efficient retrofitting to profitability. Cost degression has a minor significance for investment profitability. However, the most relevant factor for the investment analysis is the expected energy price. Expecting a future fuel oil price at the level of 2005, efficiency investments are close to profitability even without policy support. If higher energy prices were expected, energy-efficient retrofitting would be an attractive investment opportunity.

              This paper presents an empirical efficiency analysis approach to analyze the efficiency and performance of utilities and its effects on prices under the price-cap performance based regulation (PBR) model. A data envelopment analysis (DEA)-like frontier-based method is used to compute the total factor productivity with the Malmquist productivity index. Results of case studies support the use of the approach to account for the relation of the X-factor and the PBR model on the two power utilities in Hong Kong's electricity supply industry.

                  The energy demand at Murmansk Oblast in North-East Russia is covered at 60% by fossil fuels and at 40% by electricity. This study estimates the potential for reduction of fossil fuel consumption and CO"2-emissions at Murmansk Oblast. The study focus on the municipalities of Apatity and Kirovsk and the apatite ore mining company Apatit JSC . The potential for energy efficiency, reduced fossil fuel consumption and greenhouse gas emissions is estimated by comparison with the of city Kiruna in Northern Sweden, with a climate similar to that of North-East Russia, and with the iron ore mining company LKAB. This study shows that the potential for reduced CO"2-emissions is about 630,700tons CO"2 annually in the municipalities of Apatity and Kirovsk or 6.3tons of CO"2 per capita, Apatit JSC not included. These results applied on Murmansk Oblast gives a potential for reduced CO"2-emissions of about 6Mtons annually in the municipalities together. The specific energy consumption at Apatit JSC is 6-7 times per ton product compared to LKAB. The mining has 4 times higher specific energy consumption per ton raw ore compared to LKAB.
